FRED Engineering Awarded Strategic Road Safety Assessment Contract by ANSR in Portugal

FRED Engineering, in a Joint Venture with Spain-based Factual, has been awarded a major international tender by Portugal’s National Road Safety Authority (ANSR). The project marks FRED Engineering's first major network-wide safety assessment contract in an EU member state outside of Italy and Spain, reinforcing its position as a European leader in proactive road infrastructure safety management.

We are thrilled to announce that FRED Engineering, in a Joint Venture (JV) with the Spanish consulting firm Factual, has been officially awarded the international public tender issued by the Autoridade Nacional de Segurança Rodoviária (ANSR) of Portugal.

 

The contract, titled ‘Aquisição de serviços para atualização da avaliação da segurança rodoviária à escala da rede’ (Acquisition of services for updating the network-wide road safety assessment), focuses on executing a comprehensive, proactive road safety evaluation across Portugal’s primary transport infrastructure. The project spans the Trans-European Transport Network (TEN-T) within the country, as well as main motorways and primary itineraries.

 

Implementing the EU Road Infrastructure Safety Management (RISM) Directive

This strategic assignment directly supports the implementation of Portugal’s Decree-Law n.º 84-B/2022, which transposes the European Parliament’s Directive (UE) 2019/1936 on road infrastructure safety management. Over a six-month period, the JV will be responsible for:

  • Data Collection & Validation: Gathering and validating safety data across the targeted network for proactive risk analysis.
  • iRAP Protocol Analysis: Combining proactive infrastructure indicators with historical crash data provided by ANSR using the globally recognized International Road Assessment Programme (iRAP) methodology.
  • Network Risk Classification: Categorizing the national network into clear risk bands to establish priority actions.
  • Capacity Building: Delivering dedicated training on iRAP methodology and the ViDA software platform to ANSR technicians.
  • EU Reporting Support: Developing the technical documentation required for Portugal’s mandatory reporting obligations to the European Commission.

Our selection for this national-scale assignment highlights our team’s deep domain expertise. FRED Engineering is proud to be part of the expert European consortium that developed the official EU Guidelines for Network-Wide Road Safety Assessment, which serve as the benchmark for implementing Directive 2019/1936 across all member states.
