Expanding Our Mission for Safer Mobility into Benin
We are thrilled to share a significant milestone in our international growth. FRED Engineering has been officially awarded its very first consulting contract in Benin. This project marks our entry into a new market and represents an essential step forward in our mission to bring advanced Safe System approaches to West Africa.
Commissioned under a World Bank initiative, the project addresses the urgent urban mobility challenges within Grand Nokoué—Benin’s most urbanized and dynamic economic engine, comprising Cotonou, Abomey-Calavi, Porto-Novo, Sèmè-Podji, and Ouidah. With motorcycles accounting for an incredible 70% of all motorized trips in the region, protecting two-wheeled riders and vulnerable road users has become a critical national priority.
A Comprehensive, Four-Pillar Approach
Over a 6-month operational timeline, our team of international experts will deploy an integrated, multidisciplinary strategy to build sustainable road safety ecosystems. The mission is structured around four technical pillars:

Pillar 1: Mandatory Helmet Regulation Audits – Evaluating the socio-economic and public health impacts of mandatory helmet laws, measuring compliance, and identifying enforcement bottlenecks.

Pillar 2: Local Industrial Capacity & Financial Accessibility – Mapping the regional helmet marketplace and designing a strategic roadmap to establish a sustainable, domestic industry for certified, affordable safety helmets in Benin.

Pillar 3: Behavioral Change & Communication – Auditing existing road safety education and engineering data-driven public awareness campaigns to shift road user perceptions.

Pillar 4: Infrastructure Safety Audits – Conducting specialized road safety audits on high-risk, high-volume corridors, identifying critical black spots, and delivering actionable, costed engineering remedies tailored to vulnerable road users.
Driving Tangible Impact
Our final deliverables will provide Beninese authorities and the World Bank with an operational, phased roadmap (2026–2029), full economic cost-benefit models, and comprehensive institutional capacity-building frameworks for the National Center for Road Safety (Centre National de Sécurité Routière – CNSR).
Entering Benin for the first time highlights FRED Engineering’s growing reputation as a trusted partner for international financial institutions and governments alike.
