We are delighted to announce the start of activities for our new project dedicated to strengthening road safety and disseminating the new Highway Code across Chad. Funded by the World Bank through the PCDN Project and implemented in close collaboration with ONASER, this initiative represents a major step toward improving transport safety, institutional coordination, and public awareness throughout the country.
A National Initiative for Safer Mobility
Road safety is a growing priority for Chad, where improving mobility conditions is essential not only for reducing crashes, but also for supporting inclusive economic development and protecting vulnerable road users. This project will contribute directly to these objectives through a comprehensive, nationwide program of training, communication, and public sensitization.
Capacity-Building Across Multiple Stakeholder Groups
Over the next three years, our team will deliver extensive training for:
- Public institutions involved in road safety management
- Civil society organizations and transport unions
- Mototaxi drivers, minibus operators, and heavy-vehicle drivers
- Municipal councillors in selected localities
- Police and gendarmerie units, as well as village and community groups
- Students and young people in schools and universities
These sessions will address risk prevention, defensive driving, first aid, institutional coordination, community sensitization techniques, and the new provisions introduced in the updated Highway Code.
A Nationwide Awareness Campaign
The project also includes a large-scale national communication campaign, featuring:
- Production and distribution of 5,000 copies of the new Highway Code in French and Arabic
- Creation of 15,000 summary booklets for schools, universities, and public institutions
- Production of 100,000 multilingual awareness flyers
- Development of educational audio and video materials for national media and online platforms
- Installation of 100 large-format road safety billboards in key urban areas
- Sensitization caravans and outreach activities across multiple provinces
- Awareness sessions targeting students, youth groups, road users, and residents
Strengthening ONASER’s Digital Presence
As part of the mission, we will design and deploy a modern, user-friendly website for ONASER. This platform will host digital resources, training materials, awareness tools, and a public version of the new Highway Code, freely accessible online.
A Collective Commitment to Safer Roads in Chad
The launch of this project marks an important milestone in our shared ambition to reduce traffic risks and promote more responsible behaviour on the roads. By combining capacity-building, community engagement, and innovative communication tools, we aim to contribute to lasting improvements in mobility and safety across Chad.
We look forward to working closely with ONASER, national institutions, local communities, and transport actors throughout the duration of this mission.
