We are thrilled to announce that FRED Engineering has been officially awarded a major new technical assistance contract in the Democratic Republic of the Congo (DRC)! Financed by the World Bank via the International Development Association (IDA), this key project is launched under the Projet d’Appui à la Connectivité et au Transport (PACT).
Working closely with the Congolese Ministry of Transport, Communications, and Disconnection (MTVC) and the National Road Prevention Commission (CNPR), FRED Engineering will spearhead the evaluation of road safety management capacities, the formulation of a comprehensive National Road Safety Strategy, and the design of an actionable implementation plan—with a critical focus on protecting vulnerable road users.
A Multiphase Mission for Safer Roads
The project spans three comprehensive phases designed to establish long-term, data-driven safety infrastructure across the country:

Phase 1: Capacity Review: Assessing national institutional frameworks, agency coordination, and regulatory environments utilizing the World Bank’s Global Road Safety Facility (GRSF) guidelines.

Phase 2: Strategy Development: Designing a long-term multi-sectoral investment framework and safe system initiatives adapted to local Congolese realities.

Phase 3: Data & Speed Management Infrastructure: Establishing a pilot road safety database, launching a crash data observatory, and creating speed management pilot projects on a combined total of over 1,000 km of National Road 2 (RN2).
Synergizing for Maximum Impact
This newly awarded contract acts as a powerful macro-level extension of our ongoing work in the region. FRED Engineering is already on the ground providing critical technical assistance for the design and implementation of a national road safety and crash data management system in the DRC.
The synergy between these two initiatives is profound: while our ongoing project builds the technological backbone, data management pipelines, and reporting systems to track accidents accurately, this new PACT project establishes the national institutional capacity, overarching strategies, and concrete speed-management policies to act upon that data. Together, they create a complete loop—turning high-quality crash analytics into nationwide life-saving policies and infrastructure interventions.
